Preston Rowe Paterson Horsham & Wimmera has been a trusted name in property valuation since 1997, when founding director Franz Tursi established the practice as Franz J. Tursi & Associates. In July 2014, Benjamin Sawyer acquired the business and, as Principal Director, rebranded it to Preston Rowe Paterson Horsham & Wimmera in August of that year.

Director
Ben Sawyer brings extensive knowledge of the real estate market across residential, commercial, industrial, and rural sectors in Horsham and throughout the broader Wimmera region.
Ben undertakes valuations across all classes of property, including mortgage, municipal, family law, financial reporting, rating and taxing, and compensation matters.
Ben has a long and distinguished history in municipal valuation, having played a key role in the 2006, 2008, 2010, 2012, and 2014 General Revaluations of the Swan Hill Rural City Council. Over the course of this work, he has developed deep expertise in VM 2020, the valuation management system used for municipal valuations.
Building on this strong reputation, the Horsham & Wimmera office was awarded contracts for both the Horsham Rural City Council and Yarriambiack Shire 2016 General Revaluations — a testament to the trust and confidence placed in our team by local government.
Director
Tyler’s career in property began in January 2010, when he joined a local real estate agency as a trainee. He went on to earn his Certificate IV in Property Services (REIV) and became a Licensed Estate Agent in 2011.
In June 2015, Tyler joined PRP Property Valuers as a cadet, embarking on a period of significant professional growth. While working full-time, he completed a Bachelor of Business (Property) through the University of South Australia via distance education, graduating in July 2018. He subsequently gained his Residential Property Valuer accreditation in November 2018, followed by his Certified Practising Valuer (CPV) accreditation in July 2019.
Committed to broadening his expertise, Tyler went on to complete a Diploma of Agronomy through Longerenong College via distance education — certified in January 2023 — further strengthening his capability across rural and agricultural property.
Tyler operates across both the Horsham and Mildura offices and was appointed Director in July 2023.
FAQs
An independent property valuation is a comprehensive legal report provided by a qualified, independent licensed valuer recognised by the court of law. The report determines a property’s market or rental value for lawful purposes like refinancing, mortgage, capital gains tax, and other specialised valuation requirements.
What do property valuers include in a property valuation report?
The content will vary depending on the property type and purpose, however, generally, a full property valuation report prepared by a licensed property valuer will include detailed legal and physical descriptions of the property, such as description of land and improvements, council zoning restrictions, fixtures and features and ancillary improvements. An extensive analysis of variables that contribute to the market value of the property will be carried out as part of the valuation including recent comparable sales, market evidence and overall market conditions.
Bank valuations are done as part of working out an amount of money to loan to ensure the home loan does not exceed a property’s value. This is because the property is used as security for the loan. If the borrower defaults on payments, the lender has the right to take possession and dispose of the property to recover the outstanding mortgage.
The main difference is that a property appraisal conducted by a real estate agent has no legal basis and will not stand in a legal court in Victoria. Property appraisals can be targeted towards a marketing strategy to list the property for sale. On the other hand, property valuations completed by an independent licensed valuer hold no conflict of interest and can be used to resolve legal disputes in court.
